The Psalmist is not worried about his native intelligence. IQ doesn't guarantee "understanding" to learn God's commands. Some of the brightest people in human history have been virtually devoid of the true knowledge of God.
The problem is with our sinful nature. Our spiritual intellect is darkened and deluded. Sinful nature is self-deluding. We think we can figure it out on our own, but we simply go deeper into darkness.
Thank God that He enlightens us with the gift of His Holy Spirit. Thank God for His Word, a "light for our path, and a lamp for our feet." With the Psalmist, always pray to God for a right understanding, that you too might learn His Word!

O Lord, as the years go by I see more and more clearly the darkness of my own heart, and my lack of understanding. Thank You for Your forgiveness and mercy, and for giving me growth in understanding through Your Word. Help me to truly understand, that I may continue to learn Your Word, Amen.
